Why he might be annoying
His original goal for establishing the Ustashi was to destroy Yugoslavia, and create an independent fascist Croatian state.
The Ustahi were notoriously brutal in silencing political and social enemies, notably Serbs, often using mutilation and beheadings in their methods.
The Independent State of Croatia was officially set up as a Nazi puppet government in 1941 with Pavelic as the leader.
Adolf Hitler disliked Pavelic and twice attempted to have him replaced.
The Ustashi during WWII gained the reputation as the most violent and savage of any fascist organization in Europe, even shocking top level Nazis who intervened numerous times to curb the violence.
His regime forced non-Catholics to convert or face death.
To escape capture from communist forces at the end of the war, he fled to Rome via Austria where he was given safe passage by the Vatican.
Nearly 50,000 Croatians were killed by Soviet forces because Pavelic fled Europe.
In the mid-1950's, he was found living in Argentina. An assassin shot him, but Pavelic survived.
Why he might not be annoying
He had been a law student prior to getting involved with politics.
He managed to live for nearly 3 years with a bullet lodged in his spine.
