Why he might be annoying:

    He ran as a fiscally conservative budget hawk but obtained $29.7 million in earmarks for his district -- more than any of the Democratic congressmen in neighboring districts.
    He resigned from Congress after it was revealed that he had sent a shirtless photo to a woman in response to her personal ad on Craigslist (February 9, 2011).
    He told the woman he was a 39-year-old divorced lobbyist. (He was actually 46 and married with a kid.)
    He was foolish enough to use his real name and send the message from his personal email account.
    Ironically, when he supported the Student Internet Safety Act he had noted, 'Private information and images can so easily be transmitted to friends and strangers alike.'

Why he might not be annoying:

    He avoided dragging out any scandal by resigning the day the picture hit gakwer.com.
    Compared to some Congressional scandals (say, this one or this one or this one), sending a shirtless picture of yourself to an adult woman seems almost wholesome.
    At least he is tech savvy enough to know that the internet is not a series of tubes.
    He has a better body for shirtless pics than most Congressmen.
