    He restored diplomatic relations with Great Britain.
    He established a commission to investigate the fate of the 'disappeared' and prosecute leaders of the previous military regime for human rights violations.
    When he handed over power to Carlos Menem, it was the first time in six decades that an elected Argentinian president had passed the office on to an elected president from a different party.
