Why he might be annoying:

He slept with everyone under the sun, including his mother and brother.
He wore white muu muu-like gowns in public.
He had squinty eyes and smelled bad.
He kicked his wife Poppaea to death.
He would enter singing contests, then bribed the judges to win.
Many believe he started Rome's Great Fire to make room for a new palace (64 AD).
Popular myth says he happily played his fiddle while Rome burned to the ground.
Early Christians thought he was the Anti-Christ.

Why he might not be annoying:

The empire ran OK as long as his advisors called the shots.
The great philosopher Seneca was one of his tutors.
His imaginative ways of killing people (feeding them to wild animals, setting them on fire to light his nightly orgies) showed a real creative spark.
He committed suicide after the Roman senate ordered his death by flogging (68 AD).
