    (March 19, 1849-March 6, 1930)
    Attended the Kiel Naval School and enlisted into the Prussian Navy (1865)
    Championed the 'Fleet Acts,' giving Germany the second strongest navy in the world prior to World War I (1898, 1900, 1908, 1912)
    Minister of State and Commander of the German Navy (1914-1916)
    Head of the post-war conservative Fatherland Party and elected to the Reichstag (1924-1928)

Why he might be annoying:

    His 'Fleet Acts' were seen as unrealistic and unattainable, and the only thing they managed to do was scare the British into building up their fleet.
    Despite his efforts, his navy was still vastly overpowered by the British Navy, only being about 40% of its size before the start of World War I.
    He was the creator of the 'unrestricted submarine warfare' policy, hoping it would bring the British Navy down to the numbers of the German Navy so they could effectively fight against the British.
    All his policy ended up doing was choking British commerce and sinking civilian ships, and eventually bringing the United States into the war.
    He resigned after his navy (particularly his U-boats) were restrained from sinking neutral ships.
    After the war, he was involved in politics, but despite his high-ranking past and being the leader of a political party, he was never very important or crucial to politics in Germany.
    He was the namesake of one of the two huge Nazi battleships (Bismarck and Tirpitz).

Why he might not be annoying:

    He was nicknamed 'the Eternal,' for his ability to remain at his post in Kaiser Wilhelm II's government as everyone else came and left, including the Kaiser's own brother.
    Under his supervision, the German Navy came the closest of any European navy to challenging the uncontested control of the seas Great Britain possessed.
