Why he might be annoying:

    His daughter admitted he spoke lousy Spanish.
    His stint as Wright Brothers High School principal lasted only one week.
    He organized a walkout of an EEOC meeting in Albuquerque alongside other Hispanic leaders after the commissioner bowed out of the meeting and sent an associate with reportedly little understanding about 'bias issues.'
    He walked off his government post after President Nixon attempted to use photos of their meeting for his 1972 reelection campaign.

Why he might not be annoying:

    His family immigrated to the U.S. when he was six.
    He returned to Mexico only a year later after his father was deported during the mass deportations during the Great Depression.
    He served in the U.S. Army during World War II, including as a cryptographer in Brazil.
    He led Southern California's Viva Kennedy campaign to increase Latino voter support for John F. Kennedy's presidential run in 1960.
    He was the first Latino president of East Los Angeles College.
    He was the first Hispanic principal in the San Diego Unified district.
    He founded a chapter of the American GI Forum while working as a teacher in San Diego.
    In his later years, he helped to start a computer-literacy program for underprivileged kids.
    He said: 'I don’t like to take giant steps; I like to take small steps. I’m a small guy and small steps is my mode. And so I look into the future not miles away but yards away.'
