    He decided to close the American air base at Manas International Airport, which can undermine the war effort in Afghanistan (February 2009).
    His second victory in elections was denounced as rigged and followed by riots in Bishkek (July 23, 2009).
    His government policies have been criticized by Kyrgyz politicians as an attempt to centralize his authority (October 21, 2009).

    He oversaw an energy crisis in Kyrgyzstan as a result of mismanagement of the country's hydroelectric power (2008).
