Why he might be annoying:

    He had 40+ wives (although no more than 4 at any given time) and 70+ kids.
    When the cabinet resigned to protest his policies, he dissolved parliament and suspended parts of the constitution, such as freedom of the press (1986).
    After the US cleared the Iraqi army out of Kuwait, he declared martial law and continued ruling from a luxury hotel in Saudi Arabia for the next three months.
    How many 'Al-'s does a man need in his name?

Why he might not be annoying:

    As Finance Minster, he established a Fund for Future Generations to take 10% of Kuwait's oil revenues and invest it for when the oil runs out.
    He survived a suicide bombing backed by Iran (1985).
    He financially supported Iraq during its war with Iran, only to have Saddam Hussein try to take over the country. (Ingrate!)
    He became less autocratic after his return from Saudi Arabia, restoring parliament and allowing it to override his decisions.
