Why he might be annoying
He may have had 15 kids from various mistresses, even though he already had 3 kids from his wife.
He had tense relations with the Roman Catholic Church.
He overthrew his predecessor in a coup (1954).
He repeatedly won fake elections (1958, 1963, 1968, 1973, 1978, 1983, 1988).
He had Asunción University destroyed by police (1972). He constantly harassed his own people in order to clamp down on dissent.
He gave refuge to Nazis, especially Joseph Mengele, one of the perpetrators of the Holocaust.
He even gave refuge to a French heroin dealer named Auguste Ricord.
Why he might not be annoying
He gradually became more tolerant toward opposition.
He opposed Communism.
He maintained a great deal of stability in Paraguay.
He was a hardworking man, never taking a day off when he was president.
He was friendly toward the United States.
His presidency witnessed substantial economic growth in Paraguay.
He improved Paraguay's highway system.
He even commissioned the building of the largest hydroelectric power plant in the world.
