Why he might be annoying:

Second U.S. Congressman to be expelled from Congress since the Civil War (July 24, 2002).
The vote was 433 to 1 for his expulsion.
The one vote not to eject him came from Gary Condit.
He was found guilty on all ten charges including bribery, racketeering, tax evasion and obstruction of justice (April 2002).
He served seven years in prison.
He defended himself even though he is not a lawyer.
In a fiery speech before the House of Representatives, he blamed congress rather than taking responsibility for his wrong doing.
He has nutty hair.
He used his congressional aides to do his farming, household and boating chores.
When he went on trial he told reporters: 'I'm just the son of a truck driver, and I'm going to try and kick their ass.'

Why he might not be annoying:

He earned his Masters at the University of Pittsburgh.
He is flamboyant and tends to show full commitment when speaking.
Most of his congressional addresses lasted only a minute and usually ended with 'Beam me up!'
