Why he might be annoying:

    It was accused of perpetuating colorist stereotypes.
    The criticism has merit - Penny and Trudy are light-skinned and depicted as intelligent and virtuous, while the darker skinned characters are shown to be either buffoonish, temperamental, or shifty (the Gross Sisters had blue skin for crying out loud!)
    It aired the same week as the 9/11 terror attacks, resulting in lackluster ratings initially.
    The tone would jump from low-key family fare to ... downright 'weird' surrealism at the drop of a hat (see: The Camping Trip).
    It pulled a 'Rescue from Gilligan's Island' and ended the series with a TV Movie that saw Penny stop a mad scientist from unleashing peanut humanoid clones on the world (see what we mean?)
    For some reason, Al Roker guested twice as a Jerkass Genie who terrorizes Penny.

Why he might not be annoying:

    It was the first cartoon to feature an African-American family.
    Suga Mama kicked ass!
    The show's catchy theme song was performed by Solange and Destiny's Child.
    It provided job security for Jo Marie Payton after being driven off of Family Matters.
    The faceless Wizard Kelley character was an obvious parody of Magic Johnson possible (who at the time was expanding into the corporate sector).
    Penny was a tomboy who in one episode sued her own school to let her play football.
    It was highly progressive for the period, and even featured an episode in which the Prouds were shown celebrating Kwanzaa.
