    He appointed his nephew, Arthur Balfour, to his cabinet.

    He was twice offered a dukedom by the monarch, but rejected it, claiming he could not afford the lifestyle expected of a duke.
    He committed England to the Two Power Standard under which the Royal Navy would be equal in size to the next two largest navies combined.
    Despite being a Conservative, he instituted key social reforms, including the Free Education Act and the Workman's Compensation Act.
    He said, 'I object to Parliament trying to regulate private morality in matters which only affects the person who commits the offence.'
    Clement Attlee called Salisbury the best Prime Minister of his lifetime.
