Why he might be annoying:

    He got the nickname 'Snowman' because he was a drug smuggler.
    He suggested to his Soviet handlers that they should help him with his drug trade by shipping cocaine from Peru via diplomatic pouch.
    He agreed to split the money received from the Soviets with Boyce 50-50, but he kept about 80% of it.
    He tried to recruit his younger brother as an alternative courier.
    Behind Boyce's back, he made copies of the info Boyce supplied and planned to sell the copies to China.
    He got busted on the sidewalk outside the Soviet embassy in Mexico City after throwing a message through the gates.

Why he might not be annoying:

    Among the items in his possession when arrested was a fake postcard from the Soviet embassy that led Mexican police to brand him a murder suspect because the photo on the postcard showed an intersection where a police officer had been slain.
    The Mexican police's interrogation techniques included stripping him naked while an officer threatened to cut off his genitals, and repeatedly dunking his head into a toilet bowl.
    After he convinced the police he was a spy, not a murderer, he was offered the choice of being deported to either America or the Soviet Union. He chose the US.
    After his release, he was hired as Sean Penn's personal assistant.
