Why he might be annoying:

    He was described as 'not shy about earmarks.'
    He tried unsuccessfully to obtain a pardon for Black Panther Pete O'Neal from Presidents Clinton and Obama.
    He, his wife, and a company they own were sued by Bank of America for failing to make payments on a $1.2 million loan (2012).
    He was widely mocked for delivering a prayer at the opening session of Congress that he ended with 'Amen and a-women.' (January 3, 2021)

Why he might not be annoying:

    He was the first black mayor of Kansas City.
    He was spat on by a Tea Party protestor while heading to Capitol to vote on Obamacare (2011).
    A Molotov cocktail was thrown through the window of his Kansas City office (September 11, 2014); no one was in the office during the attack.
    He said the 'a-women' ending was a 'lighthearted pun' intended to acknowledge the record number of women elected to Congress and the appointment of Margaret Grun Kibben as the first female chaplain for the House of Representatives.
