He charges $20 for registration.
His program does not have the features of ICQ or Instant Messenger.
Most people use his program to transfer files and rarely use it to chat (which is its intended purpose).

Why he might not be annoying:

He said 'I've also had to learn to accept criticism, which is hard for something that's personal; but mIRC wouldn't be where it is today without help from many people over the years.'
He constantly updates and puts out newer versions.
He asks that people register his product but does not demand it.
A single registration is good for a lifetime and includes every update.
He has yet to abandon his product.
His program allows people to chat on the internet to other internet users and was made available years before instant messenger.
