The Resume

    (May 28, 1524-December 15, 1574)
    Born in Constantinople (Istanbul), Turkey
Sultan of the Ottoman Empire (1566-74)
    Son of Suleyman the Magnificient

Why he might be annoying:

He spent less time on ruling the empire than on consorting with his concubines and drinking, which inspired the sobriquet Selim the Sot.
He reportedly ordered the conquest of Cyprus not for strategic reasons but because it was the source of his favorite vintage of wine.
He died of injuries suffered in a drunken fall at a bathhouse.
His reign is often seen as the start of the Ottoman Empire's long decline.

Why he might not be annoying:

He was a patron of art, architecture and music.
Frankly, blaming one man for an empire's decline is seriously oversimplifying things.
During his reign, the Empire reconquered Tunisia from Spain and signed a treaty with the Holy Roman Empire recognizing Ottoman authority over Moldavia and Wallachia, which sounds more like expansion than a decline.
