Why he might be annoying:

For a time, he drank heavily.
He was an ultra-conservative in Congress, getting a 99% lifetime rating from the American Conservative Union.
He voted against repealing the Emergency Detention Act of 1950, which called for the imprisonment of citizens without trial in times of emergency (1971).
He lost his bid for the Senate (1976).
GOP staffers in Arizona said about him: ‘He’s a lot like Mexican food, spicy and substantial. But he’ll upset your stomach in the long run.’
There are stories about him in Arizona, ranging from shooting burros on his property to telling an officer who pulled him over for speeding that his ‘ass sucks buttermilk.’
He was convicted in 1988 for extortion because he threatened a parole board officer with the loss of his job as a part-time justice of the peace if he didn’t vote on the parole board like he was asked to.
He had earlier lied to the Arizona Attorney General about making the threat.
He criticized John McCain by saying: ‘in my war you didn’t get to be a hero by getting captured. And if you did, you at least tried to escape.’

Why he might not be annoying:

He served as a tank platoon leader in the Korean War.
He was the second Republican from Arizona to be elected to the House of Representatives (November 1966).

He opposed building a bridge at Red Rock Crossing, saying: ‘You can’t put a bridge at Red Rock Crossing. That’s where Bambi pees.’
    His extortion conviction was overturned.
When the Arizona Department of Transportation eliminated a needed crosswalk that was to be painted, Steiger painted the crosswalk himself, making him a hero in the eyes of his fellow residents.
