Why he might be annoying:

    He is best known for the phrase he said during a Senate debate, 'What this country really needs is a good five-cent cigar.'
    He performed minor functions for Woodrow Wilson and thought of the office of the Vice President as a thankless and meaningless job with no weight.
    He was invited to attend cabinet meetings but stopped going after one session, stating that he would not be listened to and hence would be unable to make any contribution.
    He was very insecure as an individual and his insecurity invaded his political thought.
    He initially did not support voting rights for women and child labor laws.
    Woodrow Wilson frequently visited the Senate himself to gain support for his own proposals, breaking tradition and making Marshall's job even more worthless.
    He was shocked that Woodrow Wilson was dying, and was so self-loathing that he felt he was the last choice to be President of the United States.

Why he might not be annoying:

    He had a good self-deprecating sense of humor about the office of the Vice President saying once, 'I do not blame proud parents for wishing that their sons might be President of the United States, but if I sought a blessing for a boy I would pray that he would not become Vice President of the United States.'
    His humor initially shocked the older senators, but they eventually came to love it.
    He was the first-ever Vice President since John C. Calhoun to be re-elected Vice President.
    He spent a lot of time selling Liberty bonds in speeches during World War I.
    He helped run the country by presiding over cabinet meetings when Woodrow Wilson was on extensive leave in Europe negotiating the Treaty of Versailles.
    When Woodrow Wilson had his stroke late in his second term, he refused taking over the affairs as acting President of the United States, out of respect for him and so he would not look too eager to replace him.
    He was a great balance to Woodrow Wilson's extremely self-confident persona.
