The Resume

    (July 28, 1972- )
    Born in Portsmouth, Virginia
Birth name is Anthony Robert Bobulinski
    Navy veteran
CEO of Sinohawk Holdings (established 2017)
Former business partner of Hunter Biden
Came forward to corroborate claims about Hunter Biden's business dealings with China
Claimed in a Tucker Carlson Tonight interview that Joe Biden knew about his son's business dealings (October 2020)

Why he might be annoying:

    He resembles Stuart Pankin.
His name sounds like 'Babalu' (song of I Love Lucy fame).
He was the defendant in two separate legal battles with a company he worked with (China Branding Group Limited and the company's former CEO).
He was the big surprise guest of President Trump's at his second debate against Biden to corroborate what many believe to be a giant nothing burger.
At the news conference he appeared to verify that 'the big guy' referenced in a May 13, 2017 email discussing a 10% cut of equity holdings was Joe Biden, that the 'JB' referenced stood for 'Jim Biden,' and the 'held by H' stood for 'Hunter.'
He additionally claimed that he was compromised not to reveal Biden’s name in the 2017 email.
Some have claimed he is an accessory in spreading disinformation and conspiracy theories (or at the very least just an attempt to concoct another 'but the emails!' scandal').
Even if his allegations are true, it is very unlikely that the electorate would prioritize the scandal above other issues (like, say, healthcare and the economy).

Why he might not be annoying:

He is retired lieutenant in the U.S. Navy.
He was a military brat (grandson of a 37-year Army Intelligence officer, son of a 20-year career Naval officer and the brother of a 28-year career Naval flight officer).
He became an institutional investor after leaving the military, and traveled to more than 50 countries across the globe.
He was a star wrestler at Penn State and won a scholarship in the sport.
Claims that he is motivated by partisan interests in coming out against the Bidens negates that his only campaign contributions have been to Democrats.
He claims to have raised concerns in 2017 to Jim Brother, about his former vice president brother’s alleged ties to a possible joint venture with a Chinese energy firm (and was allegedly told 'plausible deniability').
Twitter and Facebook have actively censored content related to his testimony, thereby only driving up interest in the story (see: Streisand Effect).
His hour-long sit down with Tucker Carlson surpassed 7.5 million total viewers, capping off the program's unprecedented ratings for the month.
