    He demanded censure of Joe Wilson for his 'You lie!' outburst, claiming that without a formal rebuke, 'We will have people with white hoods running through the countryside again.'
    While questioning Admiral Robert F. Willard about plans to base 8,000 additional servicemen in Guam, he said, 'My fear is that the whole island will become so overly populated that it will tip over and capsize.'
    Some apologists suggested that his remarks are a result of his treatment for hepatitis C, which causes him to get lost in mid-conversation. However, if it is making him this confused, should he really be serving in Congress?
    He and Hawaiian Representative Mazie Hirono are the first two Buddhists to serve in Congress.
    He claimed that the capsizing comment was merely a metaphor for the environmental impact of the 8,000 personnel and their families.
    Admiral Willard managed to keep a straight face while responding, 'We don't anticipate that.'
    He replaced cop-slapper Cynthia McKinney as the 4th District's Representative, so even if you do not buy his explanations for his gaffe, he still qualifies as a step up.
