    Pope of the Roman Catholic Church (February 2, 1831-June 1, 1846)

Why he might be annoying:

    He employed spies to make sure people lived their lives strictly under the doctrines of the Catholic Church.
    His main supporters were reactionaries and ultra-conservatives within the church.
    As Pope, he banned railroads within in the Papal territories, calling them 'ways of the devil.'

Why he might not be annoying:

    He had strong religious beliefs.
    Under his papacy, England made it legal to practice the Catholic faith.
    Without being asked, he issued a statement of forgiveness to the Anglican Church.
    By banning railways, he probably indirectly encouraged physical fitness.
