Served with the US Army during the Spanish-American War and World War I
Deputy director of the US Army Air Service (1919-25)
Held a successful bombing test against a captured German battleship, the 'unsinkable' Ostfriesland (July, 1921)

Why he might be annoying:

He was quickly commissioned as an officer thanks to the influence of his father, a Senator from Wisconsin.
He spent his career clashing with his superiors.
He violated the agreed on conditions in order to sink the Ostfriesland.
He was court-martialed for insubordination after accusing the Army and Navy of 'a most treasonable administration of the national defense.'
After the court-martial, he resigned from the Army and lost his ability to influence policy.

Why he might not be annoying:

When the Army considered him too old and too important for flight training, he took private lessons (1916).
During the Battle of Saint-Mihiel, he organized 1,500 planes in the first coordinated air-ground assault (1918).
After a tour of the Pacific (1924), he accurately predicted that Japan would launch an air attack on Pearl Harbor.
The World War II B-25 Mitchell bomber was named for him.
In recognition of his contributions to US air power, he was posthumously promoted to major general and received a Congressional Gold Medal.
