Why Rio de Janeiro, Brazil might be annoying:

Until the 18th century, it was frequently raided by pirates.
It lost its status as capital to Brasilla (1960).
Its slums (favellas) butt up against the city's wealthier districts.
Largely due to the drug trade, the metro area experienced 30 murders a week (2007).
Only 3% of murders in the city are solved.

Why Rio de Janeiro, Brazil might not be annoying:

Christ the Redeemer was named one of the New Seven Wonders of the World.
It features the two largest urban forests in the world.
Sugarloaf, Urca's Mountain and Babylon Mountain form one of the largest urban climbing areas in the world, with more than 270 routes.
According to FIFA, Rio's Flamengo club is the soccer team with the largest number of supporters in the world.
Its Copacabana beach has become a site for huge free concerts, including ones by Lenny Kravitz (300,000 in 2005), the Rolling Stones (1.3 million in 2006) and Rod Stewart (3.5 million in 1994).
