Why he might be annoying:

Although raised a Mormon, he smoked cigars and drank alcohol.
He owned a lot of land so it wasn't like he favored lower property taxes for altruistic reasons.
He was married three times.
Lower property taxes led to the rise of rent control in California because the control freaks in government couldn't stand people making money from renting out their own property.

Why he might not be annoying:

Proposition 13 passed with over two thirds of the vote.
Liberal big government types went nuts over Proposition 13, calling Jarvis 'insane' and sued (unsuccessfully) to have it overturned, and still blame him for the rent control laws that went up in the wake of 13's passage instead of themselves.
Then California governor, Jerry Brown fought bitterly against 13's passage but claimed credit for its passage after it was adopted.
When Proposition 13 was first proposed, California had the highest property taxes in the country, but despite that and a budget surplus of over six billion dollars, the state legislature and Brown refused to consider cutting taxes. So the people of California cut them for them.
Naturally Jarvis and Prop. 13 were called racist.
