The entire population barely fills a hockey arena.
Although the official language is English, many speak Maori.
They have little or no natural resources.
They are exposed to many natural disasters.
They declared bankruptcy (1996).

Why Cook Islands might not be annoying:

It boasts almost no hunger, no crime and nominal taxes.
A sign on the highest peak on Raoul Island use to read 'Are you just about buggered? Then you're just about there.'
Its people have the right to completely severe ties with New Zealand whenever they feel like it.
They export citrus fruit.
