Why he might be annoying:

He won a Tour de France that didn't have several top cyclists due to a doping scandal.
His win was also overshadowed as it occurred after Lance Armstrong's seven straight wins and retirement.
He had a feud with Armstrong that reached its peak when they were bickering at each other while racing.
His daughter is named Ryan.
After spending four years denying allegations he'd used steroids, he admitted to doping and expressed he had no regrets about it (May 2010).

Why he might not be annoying:

He grew up sheltered in a Mennonite family that discouraged his bike riding.
He was a mountain biking champion before he pursued road racing.
He was the third American to win the Tour de France.
He kept the US Tour de France win streak alive after Lance Armstrong's seventh straight win.
He made one of the biggest comebacks in Tour de France history, as at one point he was trailing by eight minutes and was counted out by many.
He won the race despite a hip aliment that eventually required replacement surgery.
