Why he might be annoying:

    He mounted the most expensive Senate campaign in history to that point and lost.
    He entered the Senate race late and benefited from Rudy Giuliani announcing that he was stepping down as the Republican nominee after being diagnosed with prostate cancer.
    During his debate with Hillary Clinton, he pressured Clinton to sign a pledge disavowing ‘soft money,’ or campaign donations made outside the limits of federal law (September 13, 2000).
    He went so far as to step away from his podium, walk across the stage and shove the pledge in front of her, invading her personal space and getting labeled chauvinistic in the process.
    He unsuccessfully ran for the 2010 New York Republican gubernatorial nomination.

Why he might not be annoying:

    He had a reputation for being moderate compared to his Republican colleagues.
    Prior to getting elected to Congress, he was executive assistant district attorney for Suffolk County and served in the Suffolk County legislature.
    He became only the second person ever to complete a Full Ginsburg (appearing on all five major Sunday morning talk shows on the same day) when he announced his Senate candidacy.
    He succeeded in passing legislation awarding a posthumous Medal of Honor to Teddy Roosevelt for the Battle of San Juan Hill. President Clinton awarded the medal (January 2001).
    When he was asked to give advice to then-candidate Donald Trump on how to debate Clinton, he answered: ‘Stay at the podium!’
