Why he might be annoying:

He earned his name of 'Chemical Ali' from his gassings of Kurdish populations in Northern Iraq (1988).
He ordered his troops to carry out mass executions of Kurds in the city of Halabja (March 1988).
In all, about 100,000 innocent Iraqis died as a result of his genocidal policies.
He said of the Kurds, 'I will kill them all with chemical weapons.'
He led the Iraqi forces into Kuwait in the first Gulf War (1990-1991).
It is said he enjoyed watching torture.
He was falsely reported to have been killed by a U.S. missile strike (April 2003).

He effectively maintained order in Iraq.
He was captured by U.S. forces (August 19, 2003).
He was investigated by an Iraqi court for crimes against humanity (December 2004).
He was tired and executed for war crimes.
