Why Spin City might be annoying:

Although it was an ensemble show, it was mainly centered around Fox and Bostwick (and later Sheen and Locklear).
It spawned many fan debates on whether the original Fox seasons or the later Sheen seasons were better.
Some of the characters seemed way too stupid and eccentric to run a government.
The character Angie Ordonez was intended to be Flaherty's main love intrest, but she was quickly written out.
Half of the cast (including Fox) left the show after the fourth season.

Why Spin City might not be annoying:

Michael J. Fox continued doing the show for a while after announcing he had Parkinson’s disease.
It was critically acclaimed and well-liked throughout its run, despite major cast changes.
It revived the careers of many of the show's actors.
It would occasionally make references to Fox's old show 'Family Ties and Bostwick's role in 'Rocky Horror.'
