Why he might be annoying:

    Roll Call reported that his 'residence' in the 16th district is a horse barn and his primary residence is actually in another district.
    ABC reported that he paid $121,000 in hush money to a former mistress (October 13, 2008).
    The FBI launched an investigation into whether he put another mistress on the federal payroll so she would not go public with their affair.
    He admitted to having 'certainly more than two' affairs.
    Ironically, he was elected to replace Mark Foley, who resigned after a sex scandal.

Why he might not be annoying:

    He earned degrees in computer science and business from West Virginia University and an MBA from George Washington University.
    He was named 'Most Effective New Congressman' in Congress.org's power rankings (2007).
    He was named 'Man in the Middle' by the National Journal, with half his fellow Representatives voting to his left and half to his right.
