Prime Minister of Japan (1941-1944)

Why he might be annoying:

He was the most powerful leader in the government during WW II.
He approved the attack on Pearl Harbor and pushed the Japanese offensive into China, South East Asia, and the Pacific.
As a Japanese war 'hardliner,' he recommended that the war be fought to a finish. Meaning until the Allies invaded mainland Japan.
He attempted suicide in September 1945, but he was arrested by American forces.
He resigned as Prime Minister after Japan was defeated on Saipan.

Why he might not be annoying:

To protect Emperor Hirohito from being tried by the Allies, most individuals inside the Japanese government blamed Tojo for starting the war.
He began to dislike Nazi Germany after the two allies could not agree on terms for fighting the Soviet Union.
He was tried by the International Military Court in 1945, and was hanged for his war crimes in 1948.
