Why he might be annoying:

Like Frito Bandito, he is the ultimate Mexican stereotype.
He speaks broken english and frequently has malapropisms.
He often pronounces Kimmel's first name as 'YI-mee.'
He is so overweight, Kimmel refers to him as his 'teddy bear.'
He shares his name with another actor.

Why he might not be annoying:

He does some hilarious spoofs and parodies of the latest films out in theaters.
Just like Andy Richter and Ed McMahon, he provides great comic relief on the show.
In conjunction with Kimmel's 'Apologies to Matt Damon, but we ran out of time' running gag, he poked fun at 'The Bourne Ultimatum' trailer.
He and Uncle Frank appeared semi-nude in several sketches.
