Why he might be annoying:

    He promised to serve only two terms, then declared ‘Circumstances have changed’ and ran for a third.
    When a constituent asked ‘How can you live back there [in Washington, DC] with all those niggers?’ he chuckled and replied, ‘It’s a hell of a challenge.’ (1994)
    He called Arabs ‘ragheads’ (1999).
    He asked a woman with a nose ring what tribe she was from (2000).
    He falsely claimed that some of the 9/11 hijackers had entered the United States from Canada.
    He received over $150,000 in campaign contributions from disgraced lobbyist Jack Abramoff and Abramoff’s clients.
    Abramoff said, ‘Every appropriation we wanted from Senator Conrad Burns’ committee, we got.’
    Time magazine named him one of the five worst Senators (April, 2006), based on his ‘meager’ legislative achievements, ties to Abramoff, and history of offensive remarks.

Why he might not be annoying:

    He served in the Marine Corps as a small-arms instructor.
    He apologized for the ‘ragheads’ remark, claiming he had gotten ‘too emotionally involved’ during his speech.
    He gave the campaign donations he received from Abramoff to charities.
    He was a former cattle auctioneer and frequently donated his services to charity auctions.
