Why he might be annoying:

His rule was marked by political and social unrest.
He was unpopular and despised among most of his people.
During his enormous coronation, several people were trampled to death (1895).
He waged an unsuccessful, ill-conceived war with Japan (1904-1905).
He put blind trust in his advisor, Gregory Rasputin.
Despite being a cousin of Kaisar Wilhelm II, he joined the Triple Entente against Germany.
Under his rule, a peaceful labor strike in St. Petersburg was violently put down, killing 100 of the protestors, in what became known as 'Bloody Sunday.'
During World War I, he sent his troops to the front with as little as one gun for every several soldiers.
His overthrow sent Russia into disarray, giving rise to Leninism and the Soviet Union.

Why he might not be annoying:

The job of ruler was forced upon him, and he never felt like he was truly fit to lead.
He was once nearly killed by a crazy Japanese guy during a visit to the Far East.
His son, Alexei, suffered with hemophilia.
He and his entire family were killed by firing squad in the basement of a house they were imprisoned in (July 1918).
Theories persist to this day that he or some members of the royal family survived the executions.
He was made a saint by the Russian Orthodox Church (2000).
