Why he might be annoying:

He has huge ears.
He has been called a neo-conservative who favors military action whenever possible.
He began making a case for war with Iraq almost immediately after the September 11 terrorist attacks.
He urged an invasion of Iraq, saying it had weapons of mass destruction, but they were never found.
He said: 'Part of our problem is a lot of the press are afraid to travel very much, so they sit in Baghdad and they publish rumors.' He was forced to apologize for the statements days later (2002).

Why he might not be annoying:

He can speak some Arabic.
He received a doctorate in political science from the University of Chicago (1972).
Despite being pro-Israel, he sympathizes with the plight of the Palestinian people.
He was unanimously confirmed by the Senate as deputy secretary (2001).
He was nearly killed when rockets hit a hotel he was staying at in Baghdad, Iraq (October 26, 2003).
