Why he might be annoying:

He infuriated Democrats by ousting their minority leader, Tom Daschle, in the 2004 election.
Some criticize him for being a former lobbyist for the beef industry, which is South Dakota's primary economic resource.
He voted against the CAFTA bill, which will slightly weaken the sugar industry's ability to keep prices artificially high.

Why he might not be annoying:

He is a strong believer in term limits and kept his promise to serve only three terms in the House.
He was the first man to win an election against a Minority or Majority Leader since 1952, when Barry Goldwater defeated Democrat Ernest W. McFarland for reelection.
He stood up for the jobs of the people at the Ellsworth Air Force Base in South Dakota by casting a vote against the nomination of John Bolton for UN Ambassador as a protest against plans to close down Ellsworth AFB. Since then, it has been decided that Ellsworth AFB should remain open.
Although he is a strong conservative, he is not a yes man for all of George W. Bush's initiatives.
