He ruled China with an Iron Fist.
He used many different methods of torture against anyone who criticized or even questioned his authority.
He burned thousands of books and had hundreds (or thousands) of scholars buried alive.
Despite being a tyrant, his son was a complete loser.
He not only executed those who committed a serious crime, but also executed the entire family, friends, teachers, students and their entire families and friends (9 generations).
If that criminal was one of his relative he would only execute him, his wife(s) and children.

Why he might not be annoying:

He single handedly defeated all 6 other rival kingdoms in China.
He unified China.
He was brilliant and well educated.
