Why he might be annoying:

Idiots regularly engage in stupid and/or dangerous stunts trying to get into the book they created.
The heckled anti-nuclear protestors, yelling, ‘You are playing Khruschev's game. Moscow is using you' (1958).
They both ran for Parliament as conservatives in 1964, both lost, and, coincidentally, both received slightly over 19,000 votes.
Norris sued the show ‘Spitting Image' for subliminally imposing his face on a picture of a naked woman (1985).
Norris tried to have Douglas Hurd prosecuted for treason for signing the Treaty on European Union (1992).

Why he might not be annoying:

Norris was the announcer when Roger Bannister broke the four-minute mile. Anticipating the success, he rehearsed his dramatic announcement of the event in the bathtub the night before.
On ‘Record Breakers' they would answer from memory any question about records that the audience chose to ask, and the exchanges were never rehearsed.
After IRA explosives killed a prominent cancer researcher, Ross offered a 50,000-pound reward for the capture of the bombers.
Ross was assassinated by IRA gunmen.
