Why he might be annoying:

    He played the Clarinet in his High School orchestra.
    His 1998 gubernatorial race was called a 'charisma free zone' and 'the bland leading the bland.'
    He resigned as RNC chair after less than a year, following two gubernatorial losses for the GOP in the same year.
    He headed off the Gilmore Commission to brief Presidents Clinton and Bush on how to prepare for terrorist attacks and deal with weapons of mass destruction threats (the less said about that, the better).
    He ended his 2008 Presidential Exploratory Committee after he raised the second lowest amount of all the GOP candidates, having hosted only one fundraiser during that time (Jul. 14, 2007).
    He lost his 2008 Senate race, winning only 34 percent of the vote and carrying only four counties, losing in even reliably red parts of Virginia.
    Rachel Maddow has the weird habit of ecstatically referring to him as 'my guy' or 'my boyfriend' because his staff actually answers her emails and phone calls 'sometimes.'
    He entered the crowded 2016 Presidential field despite having only a slim chance of making traction over better-known candidates.
    If anything, his entry into the 2016 race actually complicates things for other candidates, considering that the deciding factor for entry on the Fox debate stage is national polling numbers. As such, he'll peel away at the numbers of others and likely cost their candidacies as a result.

Why he might not be annoying:

    He is fluent in German.
    He enlisted in the United States Army after attending college, training at the United States Army Intelligence Center.
    He was an early advocate for reforming his state's death penalty system.
    He was Governor of Virginia when the 9/11 terrorist attacks took place, during which time a plane was crashed into the Pentagon.
    He called for the State Board of Education to include a more diverse range of historical figures in Virginia's Social Studies curriculum.
    He proposed and funded a new African-American History Trail in Virginia.
    He hosted a historic reception in the Governor's Mansion for Coretta Scott King and announced a technology partnership between Virginia and the King Center for Nonviolence.
    He was one of the first former office holders to start a personal blog.
    He criticized President Obama for comparing the actions of ISIS to those of Christians during the Crusades.
