Why he might be annoying:

As a teen, he served two prison sentences for shoplifting.
He had a reputation for being particularly violent in running the protection racket in the New York garment industry.
An associate commented, 'Lep loves to hurt people.'
As head of Murder, Inc., he ordered over 100 killings.
When the law started closing in on him, he had a dozen low-level mobsters who might testify against him rubbed out.

Why he might not be annoying:

After the crime syndicate decided he had become a liability, a childhood friend was sent to tell him the FBI had agreed to a deal: he would be tried on federal racketeering charges but not turned over to New York state to face murder charges.
After he surrendered to J. Edgar Hoover personally, he discovered there was no deal.
He was the first and (as of 2008) only mob boss executed by the state.
