Why he might be annoying
He had a long criminal history, including convictions for car theft, muggings, and drug dealing.
He was arrested for kidnapping and raping five girls (1986), but served only three years before being paroled for good behavior.
After his release, his mother wrote to the parole board, reporting her suspicions that he was keeping girls captive in his house. The letter was ignored.
He received a government pension after convincing a pyschiatrist he was mentally disabled.
He videotaped himself sexually abusing his victims.
He killed two girls by drugging them, then burying them alive.
Two girls starved to death in a secret basement dungeon while he was serving three months for car theft.
While being transfered to court unhandcuffed, he overpowered a guard, stole his gun, and escaped (April 24, 1998). He was recaptured hours later.
He claimed to be part of an international pedophile ring, with accomplices among police, business leaders and high-ranking Belgian politicians.
He was so infamous that a third of Belgians with the surname Dutroux changed their name.
Why he might not be annoying
After his arrest on kidnapping charges, he led the police to the basement dungeon, where his two lastest abductees were found alive and rescued (August 15, 1996).
A Parliamentary investigation concluded that he did not have accomplices in the police and justice systems as he claimed.
The revelations of police incompetence in his case prompted a major reorganization of Belgium's law enforcement agencies.
The authorities finally wised up to him: the courts rejected his claim that he was 'no longer dangerous' and should be allowed to serve his sentence under house arrest (February 18, 2013).
