Why he might be annoying:

His name seems a bit too close to Billy Martin.
He is eight feet tall and has a sword nose (children must love that).
He is one of the goofiest mascots with a huge grin and fins.
He is self described as clumsy.

Why he might not be annoying:

He has a girlfriend named Mary, who is rarely seen.
On the Marlin's kid page, they say his bill measurement is 22 inches (is that a double entendre?).
According to his bio, he received straight A's in marine biology at Atlantic University.
His team won a World Series championship (1997), the last National League world champions of the 20th century.
Since he doesn't talk, he mastered pantomime.
