Why he might be annoying:

THOSE hot pink undies!!!
Shades of Xanadu, he was discovered while rollerblading.
His greatest worry is being seen pooping in public.
When Julie hid his shorts, he used his Murlonio buff as a… loincloth.
In an E! Online interview, Julie indicated that most of the cast confronted the production crew about his loony antics — which he later interviewed were for show.
Rooster's vote for him was more likely to prevent Natalie from sharing a second-place finish with Phil rather than a vote for his win; hence she would collect the third-place prize of $75,000 instead of $100,000 for second place.

Why he might not be annoying:

At 52, he is the oldest contestant of the season.
He had the very first confessional of the season.
He was usually at the center of some ridiculous moments — hunting in his ‘pink tightie whities,’ a crazy feather he claimed came from his Cherokee family tree, the ‘race card’ over the rice supplies of each tribe… et al.
Ultimately, he was able to dig up his disappearing shorts, none the worse for wear.
Boston Rob was the only member of the Murlonio who didn’t fear him.
His antics and ability to irritate others made him perfect jury bait, leading to his second place finish.
He has an authoritative voice a la Morgan Freeman.
