    Chief Judge of the United States Court of Appeals for the D.C. Circuit
    Nominated to the Supreme Court by President Reagan (1987)
    He originated the term 'the Constitution in exile' and advocated rolling back the powers of the federal government.
    He smoked pot during the 1960s and 1970s as a student and later with his students as a Harvard Law School professor.
    When these actions proved to be contradictory to Reagan's 'Just Say No' campaign he withdrew his name.
    He was President Reagan's second failed nomination to replace Lewis F. Powell.
    He wore blast shield glasses, perhaps while he smoked pot.
    His nomination proved Reagan to be a hypocrite. Reagan had earlier urged the Senate to put 'national interest ahead of partisan political interests' and accept his nomination.
    Reagan also called him a 'highly regarded member of the legal profession.'
    He openly admitted to marijuana use.
    This lead to many other politicians admitting their prior drug use with little political consequences.
    He probably would have been accepted by the Senate.
    He was elevated Chief Judge of the D.C. Circuit court (2001).
    He was a clerk for Justice Thurgood Marshall.
