    (December 12, 1745-May 17, 1829)
    1st Chief Justice of the United States (1789-1794)
    Governor of New York (1795-1801)
    Wrote the Federalist Papers with Alexander Hamilton and James Madison

Why he might be annoying:

    He was reluctant to sign on to the cause of independence.
    He wrote only five of the eighty-five articles of the Federalist Papers.
    Even though he argued fervently for a new constitution, he decided not to attend the Constitutional Convention.
    He negotiated a peace treaty with the British that was very unpopular.
    He claimed he could travel from Boston to Philadelphia solely on the light of his burning effigies (1795).
    The reaction to his decision in his most famous case 'Chisholm v. Georgia' was so negative that it lead to the adoption of the Eleventh Amendment.
    He said: 'The people who own the country ought to govern it.'

Why he might not be annoying:

    He was one of the founding fathers.
    He resigned from the Supreme Court to serve as the governor of New York (1794).
    He was the first Chief Justice and laid the groundwork for how the office was to be used.
    After the Jay Treaty fiasco, his public image rebounded and he was renominated by John Adams to the court (1800).
    The Senate overwhelmingly supported his confirmation, but he did not come out of retirement.
    John Jay College in New York City, Jay County, Indiana and Jay, New York are named after him.
