    Birth name is Clarence Ray Nagin
    Earned a B.S. in accounting from Tuskegee University (1978)
    Earned a M.B.A. degree from Tulane University (1994)
    Elected Mayor of New Orleans (May 2002-May 3, 2010)
    Ordered mandatory evacuation of the city with the approach of Hurricane Katrina (August 28, 2005)
    Declared martial law in New Orleans after Hurricane Katrina flooded and devastated the city (August 29, 2005)

Why he might be annoying:

    He switched parties from Republican to Democrat to improve his chances of winning the mayor's seat.
    He broke party lines and endorsed the Republican U.S. Representative in the 2003 Louisiana governor's race.
    His endorsement of John Kerry in the 2004 U.S. presidential election was lukewarm at best.
    Many in the city claimed he would have lost to former Mayor Marc Morial if not for his term limit.
    He won with 58% of the total vote, but the breakdown was winning 80% of the white vote with just 44% of the black vote.
    He was accused of catering more to the middle class than the city's lower income citizens.
    He made a racial remark saying he intended to return New Orleans to being a Chocolate City.
    He was found guilty on 20 out of 21 counts of federal corruption charges (fraud, conspiracy, bribery, etc; February 12, 2014).

Why he might not be annoying:

    His mayoral campaign was chiefly self-financed.
    He is known as a 'no-nonsense' mayor who has strived to fight corruption within city hall.
    He raided the corrupt Taxicab Bureau, shutting them down and arrested more than 80 employees and cabbies (including his own cousin) on charges of bribery and illegal licensing practices.
    He has made powerful political enemies while battling corruption.
    He is passionate about New Orleans.
    In the aftermath of Hurricane Katrina he pulled out all stops to help the city when aid seemed to come 'too little, too late.' Directing attention to federal and state officials in an interview, he shouted: 'Somebody needs to get their ass on a plane and figure this out, right now.'
    Going further, he stated: 'Flood their doggone offices with requests to do something. This is ridiculous. And I don't want to see anybody do anymore goddamn press conferences. Put a moratorium on press conferences. Don't tell me 40,000 people are coming here. They're NOT here. It's too doggone late. Now get off your asses and let's do something and let's fix the biggest goddamn crisis in the history of this country. People are dying. They don't have homes, they don't have jobs, and the city of New Orleans will never be the same' (September 1, 2005).
    He apologized for saying New Orleans should stay a Chocolate City.
