Why he might be annoying:

He quit college to join the army (1776).
He is most famous for 'The Monroe Doctrine,' however it was written by his Secretary of State, John Quincy Adams.
The 'Missouri Compromise' was passed during his administration, allowing Missouri to become a state despite having slaves.
Along with Adams and Jefferson, he became the third of the first five presidents to die on July 4th.

Why he might not be annoying:

Thomas Jefferson said of him 'Monroe was so honest that if you turned his soul inside out there would not be a spot on it.'
He advocated the Louisiana Purchase.
In an effort to bring all the regions of the United States into a cohesive country he appointed people from all over into his cabinet.
The Monroe Doctrine, which he signed, warned all foreign countries to stop trying to invade the Americas.
Other than George Washington, he was the only president elected or re-elected with electoral votes from all (24) states (1820).
