He supported expensive government social programs that discourage personal responsibility.
When New York had the highest taxes in the country, he didn't even know about it.
He entered politics not by election, but by an appointment.

Why he might not be annoying:

New Yorkers received the biggest tax cut in the state's history during his term.
He enacted the first seat belt law.
He was outraged when his supporters held up signs 'Vote for Cuomo, not the homo' when Ed Koch challenge him for governor.
During his term, 500,000 new jobs were created in the state, despite two recessions.
He was a good public speaker.
