Why he might be annoying:

He was prone to bouts of depression and heavy drinking.
His constant womanizing prompted his son Matthias to say, 'Maybe Daddy is sometimes a bit of an idiot.'
He resigned as Chancellor after his closest aide, Gunter Guillaume, was exposed as a spy for East Germany.

Why he might not be annoying:

After the Nazis took power, he fled Germany for Norway, then escaped to Sweden after the German invasion of Norway in WWII.
After covering the Spanish Civil War as a journalist, he warned his fellow socialists against allying with the Soviet Union.
During a trip to Poland (December 7, 1970), he knelt in front of a monument commemorating the Warsaw Ghetto Uprising, later writing, 'As I stood on the edge of Germany's abyss, feeling the burden of millions of murders, I did what people do when words fail.'
Before the start of the first Gulf War, he negotiated the release of 174 Westerners being held hostage by Saddam Hussein.
