Why he might be annoying:

    Although he described earmarks as way to get Congress to vote for spending 'we can't afford,' he requested $19.4 million in earmarks in the 2010 budget.
    He initially said Senators should 'do their job' and hold confirmation hearings for Merrick Garland, then backtracked under Republican pressure.
    He voted to repeal F.C.C. privacy rules that prevented internet providers from selling their customers' private data (such as browsing histories) without permission from the customers (2017).
    He made a dash across the tracks of the Senate subway to avoid questions from reporters after his opposition killed a Republican plan to repeal Obamacare (July, 2017).

Why he might not be annoying:

    While attending the University of Kansas, he spent a summer as an intern to Rep. Keith Sebelius (1974).
    He conducts an annual town hall meeting in each of Kansas' 105 counties.
    He criticized President Trump's temporary ban on entry to the US of citizens from seven countries with a Muslim-majority population, saying 'Far-reaching national security policies should always be devised in consultation with Congress and the relevant government agencies.'
    He said that Senators objecting to certifying the results of the 2020 election 'risk undermining our democracy, which is built upon the rule of law.'
